curl is commonly used by devs - we should add it to our base environment used for Kubernetes (Dockerfile_k8s). Currently users have to manually install it in their setup.

# on k8s cluster
(base) sky@test2-2ea4-ray-head:~$ curl
-bash: curl: command not found
