Describe the bug
On FreeSWITCH 1.10.11, we are experiencing intermittent noise during playback using the AMR-WB codec. We compiled the opencore-amr (0.1.6) and vo-amrwbenc (0.1.3) libraries with their latest versions. Additionally, the mod_amrwb module is compiled from FreeSWITCH 1.10.12.

The client is an Android phone. Our product is a VoiceMail-like telecommunications service, which is based on FreeSWITCH. It plays .WAV files such as "You have no new messages".

We tried to change "force-oa" value to 1, and "mode-set-overwrite" value to 1 from amrwb.conf.xml, but both of these options are not accepted by the handset/network, which sent BYE immediately.

We also tried AMR (mod_amr) codec too, it is working fine.

To Reproduce
Enable AMR-WB codec, use an android phone with AMR-WB codec support, make an incoming call towards FreeSWITCH.

Expected behavior
Audio playback should be clean and free from artifacts or noise during the entire playback.

FreeSWITCH version: 1.10.11 [but mod_amrwb is from 1.10.2]
