We have one in https://github.com/operator-framework/community-operators/tree/master/community-operators/buildv2-operator , which drives the OperatorHub on OKD

We need one in https://github.com/operator-framework/community-operators/tree/master/upstream-community-operators for it to be available for Kubernetes via https://operatorhub.io/

The current way to install this API ( APIs ) it to install everything in deploy/ using kubectl .

I'd argue this is blocked by tektoncd/operator#3. For an upstream operator we should declare tekton's operator as a dependency.
