Acceptance test for soak testing scenarios

On top of the existing acceptance tests, we need to add a number of tests for checking resources that will only come up after a period of time.
For example, scheduled content health check, or scheduled export backup, will only exist after the schedule is met.

When testing these scenarios, we'll need to have a configuration which schedules are dynamically set to be current time plus startup time plus buffer, that way these additional test scenarios can be executed after waiting for a short period of time.
