They can mine rock and hard stuff with their hand granted its slower it still should not be harvestable without a tool

We need to compare the block's "mine level" (stone, iron, etc) and the tool type + material to determine whenever the block is destroyed or obtained.

Edit: Each failed mine attempt should punish the bots to ensure they learn what tools get the job done and which are useless for their task.

They can harvest blocks with their hand or just break blocks?
