Consider using lazy-loader project

The https://github.com/scientific-python/lazy-loader is maintained by the scientific-python community and provides, at least on first inspection, the same features as our lazy_import but in a bit more standardized form. Moreover, it is possible to keep the typing information of the normal imports, which is not possible with lazy_import.
