[Faction] Random faction message SPAM when an election has ended

Playing in Aphéra, we just received 14 successive automatical messages announcing the election of our new faction leader.

They were sent over a 1 second time-span :

It only occurred once during server 13 at Aphéra, and therefore seems random. From the player perspective, there are no more clues on why it is happening.
