Unity Application as wallpaper doesnt work on Windows 11 Home

Description
After adding unity application .exe into lively library we're not able to set it as wallpaper, this works on Windows 11 Pro. In both the the device, we have downloaded the app from github release , not from the microsoft store.

To Reproduce
Steps to reproduce the behavior:

1. Install Lively on windows 11 home
2. Add new wallpaper
3. Drag and drop unity build .exe file
4. try to set as wallpaper

NOTE ; Unity application is set to windowed mode and run in background is set to true.

Expected behavior
Unity application as desktop wallpaper in both windows 11 Pro and Home
