I was manually going through some of the bug reports for the projects. I found that some of the report URLs are duplicates (i.e., they have different bugs with the same URL)
I am confused about what it is supposed to mean. My initial intuition was that one bug report corresponds to one buggy version of a project. One possible explanation that I have in my mind is that multiple fixes correspond to one bug report; therefore, there are duplicate bug report URLs for different bugs
