Window Pane Resize Broken When Zooming Application Out

Describe the bug
When changing the application's global zoom (not the editor zoom), resizing the window left/right panes is unavailable.

To Reproduce
Steps to reproduce the behavior:

1. Hover cursor over the top bar
2. Hold CTRL and use scrollwheel to change application zoom (specifically making the UI elements smaller)
3. Try resizing window panes

Expected behavior
Window panes should be resizable regardless of zoom setting.

Thank you for reporting this. The area to resize the window panes is also a little too small on normal zoom levels, which we are going to fix
