  1. endpoint: /api/v1/users/{userId}/notes/permissions
  2. API 사용 시나리오: 사용자가 노트 생성 페이지 진입시 API 호출하여 노트 추가 생성 가능한지 체크.
    • 무료 사용자는 하루에 하나의 노트만 생성 가능 노트 타이핑 후 submit시에 실패한다면 사용성이 떨어짐. 사용자 노트 작성 전 실패할 수 있도록
