Add settings screen back in app

When this was removed for the new setup process, the option to turn on/off automatic application update checks was disabled. It can be updated manually in the config.json file, but it needs to be available for the end user.

When adding it back in, remove the options for setting the path to RScript.exe and verifying if the packages are installed.

If admin prompts aren't an issue anymore when calling the bundled version of R, the package verification section would be a nice to have.

Need to add a setting option for the allowing of analytics to be logged.

Also add in an option for setting dev_mode? And an option to load and run custom R scripts?
