The documentation on Private Packages states:

For GitHub Packages, Renovate will automatically provision hostRules for both ghcr.io (containers) and *.pkg.github.com (maven, npm, nuget, rubygems) using the GitHub platform token.

However, automatic hostRules provisioning is currently an experimental opt-in feature. It seems to be disabled on the Mend-hosted app.
