New GitHub Actions action major version tag isn't visible by Renovate

Even though this action has a new major version branch v2: https://github.com/typesafegithub/github-actions-typing/tree/v2, Renovate doesn't see it in the same repo, it still thinks v1 is the newest one.

I think part of the answer is

"datasource": "github-tags",

So only tags are checked? For full versions like v1.2.3 this is fine because tags don't change then, but for major versions, it makes more sense to use branches as they move over time. In general, Renovate should check both tags and branches.
