Actions. Name all pages after actions. e.g. Rather than "Holiday policy", make pages for specific use cases like "Book a holiday". Laziness. Don't add anything preemptively - add it just too late, when it is needed. Sunset. Be brutal about deleting pages that aren't really used any more (it's all in version control)
