Remove 'Carroll' from Chicago & Northern Illinois managed shifts

In the Chicago & Northern Illinois scope, on the Shifts page, accessed by clicking Manage Calendars on the DAT Scheduling page, remove Carroll from the groupings of shifts that can be managed.

This suggests some kind of model/view mismatch? Or maybe, @OhMcGoo speculates, there's some setting he accidentally set for that county at some point that causes it to show up in that display. We don't know yet.
