Is your feature request related to a problem?

I frequently have bundles waiting on other bundles deploy. These are reported as an error which prevents me from triggering an alert on bundles which have an error status.

E.g.

Solution you'd like

When a bundle is waiting on a dep to finish deploying I'd prefer that they report a waiting or not ready status (bundleState: ErrApplied).
