FTE: Dispatch command events

Dispatch a CustomEvent whenever a command is executed.

Example

/volume 0.5

would dispatch

window.dispatchEvent(new CustomEvent(`Fte.command`, {
  detail: {
    command: "volume",
    args: "0.5"
  }
}));

This allows for web controls to get noticed.
