File opening.. First Group always open .. Save the File group settings.. or lock a group closed

Additional context

For some reason... I have a bunch of QGIS files with Ortho Photos tiled.. like 400 to a group... no mater how i set the file tree when i save the file, when i re open the file, the first group is open showing all 400 ortho files... i do not want this... i want the group to stay put... open or closed as i saved it previously... it is either a bug or something... maybe add a way to lock a group closed so you cant expand it... unless you unlock it.... but probably better would be to fix the bug

See... for some reason the first group folder is always open when file is saved and re-opened... but i dont want that... i want it to stay the same as it was when it was saved... closed...

also for detail the file is opened by double clicking on the file in microsoft file explorer and not opened from within the app... however the error appears to occur both ways... PS thanks for looking into this! it is minor but annoying when processing 10's and 100's of files

@CWGwaltney did you test with a new QGIS user profile, as suggested in the issue template?

I'd like to add that I experience the same issue. The issue also occurs after deleting, renaming or moving the first group.
I am able to reproduce the issue with a blank project and all plug-ins disabled.
A new user profile does not change the issue.
