Copyrighted maps statement is confusing #1092

Per Wangyal:

The Rights Statement on copyrighted maps and licensed data is very confusing. Both of the materials are not accessible to public however, the statement says "You are free to use this Item in any way that is permitted by the copyright and related rights legislation that applies to your use."

Geographic data are licensed not copyrighted. Whom should we talk to change this language?
