制度に関わらずよく出てくる変換処理を1か所に集約します。（ディレクトリ名は openfisca_japan/variables/util or openfisca_japan/variables/common がよい？）

処理の例

年齢から学年を求める
当該年の12月31日を求める
下限を0円にする（マイナスにならないようにする）
