バックエンド実装で、学年や高校の種別等学生に関するVariableを openfisca_japan/variables 直下に共通要素としてまとめます。

現在各制度のソースファイルに散らばっているVariablesを移動してください。
(制度特有のVariableのみ制度のソースファイル、それ以外で共通化できるものはvariables直下に配置)

openfisca_japan/variables/福祉/育児/高等学校奨学給付金.py (高校履修種別 等)
他にもあれば
