Python 3.11 support

We're not currently running CI on 3.11, but today, I created an empty mamba environment and tried to install from source. I was not able to build the wheel for pyarrow==9.0.0 from source, which I guess means there are no wheels for 3.11 on my version of MacOS?

Seems related to this issue, but that looked to have been resolved. If we really can't support Python 3.11 yet, I need to remove that (and 3.12) in the metadata for the project until we can move to Redis as the default.

note: the zmq branch adds support for 3.11 and 3.12 in CI, and is currently passing. When we're able to merge that in after the paper is out, this should be done.
