I think the main issue is that you have * in block set 3, which will take precedence over (and thus cancel out the effect of) block set 5. If you move block set 5 to before block set 3, that should fix the issue. LB applies the blocking conditions in the order of block sets.

Some other issues:

  1. +chrome://extensions/ won't have any effect, because the site list is only for websites (http:// or https:// protocols). In any case, LB will not block internal Chrome pages unless you use the regular expression feature to do that.
  2. Block set 4 will have no effect because it has exactly the same site list as block set 3, so the time limit in block set 3 will supersede the time limit in block set 4.
