Possible to start a recording when galicaster is offline

From memory, I think it means it's possible to 'start' a recording within peakaboo (just sets recording to true in mongodb), but it doesn't mean that galicaster will be recording (galicaster might not even be running - I don't think there's any checks to ensure it is running for you to start a recording from within peakaboo). In some instances this might be useful, if galicaster started up and saw it was supposed to be recording based on the state in peakaboo, it could start recording immediately.
