Review the Search Coverage Analysis and help fix any issues before migrating over to v10.

Basically, we would run the script, it would calculate a near table between wayoints/tracklogs and structures we deem "exposed" to the primary hazard. This exposure anlaysis layer usually comes from the Response Geospatial Office. It answers the questions 1) where should we search? 2) where have we already searched? 3) where should we search next?
