Create the Experience Builder shell / portal for SARCOP v10, This will "catch" all of the applications as they get built out making it easier to do testing.

Are the non-icon images (screenshots, QR codes, etc.) used in the v9 ExB saved anywhere? Looks like ExB compresses uploaded images - accessing the image directly and attempting to save a local copy for reupload in v10 results in a significantly lower resolution image. Going to use the lower resolution images as placeholder for the time being.

@ChristopherPierson check with @jdokemaps - when we did the v9 redesign with Lilly we saved most of the images locally and upload. Should be in the graphics or project folder.

QR codes will have to be recreated once we move.
