[ENH] - Add "Icons" for Vehicle, Boat, Debris Search

During the days of Iron Sights we used to designate an extra icon for vehicle search. This approach has continued into the days of SARCOP but does create confusion each time and if vehicles are going to be searched in nearly every incident we need a better strategy. I'll present some options below.

Alternatives

Option 1 - create new waypoint types in the data schema
Pros - Simple for the end user to understand how to use.
Cons - Adds symbology complexity and precedent for expanding an already large icon set.

Option 2 - use searched per roe as designed (we already have a feature type dropdown that includes vehicle, boat, debris) but provide an easier way to visualize and report. Use a feature layer view to symbolize, custom charts and filters.
Pros - Allows for simple workflow using the searched icon.
Cons - May not be intuitive if not rolled out with good communication.

Option 3 - status quo keep using Extra Icons
Pros - Moderately simple for the end user to understand how to use.
Cons - Confusing when there are multiple deployments, can run out of extra icons, requires people read the search data documentation requirements.

"I was at a training class yesterday that had members from TX, NJ and PA at it. Feedback was mentioned that we should get dedicated icons for Vehicles and Boats, as we are always dropping them as Extra’s.

This would eliminate possible confusion storm to storm or state to state in regards to their use.

Not my idea, just forwarding it as no one was sure it had been done.

"Sometimes, the Operations Section Chief & the Authority Having Jurisdiction want a very visual way to pull out vehicles and boats. This is usually the case in Florida. When Searched per ROE is used, it tends to blend in with other searched items.

Whatever we decide, we want to make it simple to understand. This will help reduce confusion between incidents.

For what it's worth, I support Option 2 which maintains a single Searched per ROE waypoint, but changing the symbology to draw based on the "Feature Searched" answer. Also we should reorder the questions so that the "what did you search" is first, followed up by "what kind of search did you do". Also consider adding K9 LF and K9 HRD to the Search Type question.

This came up again in conversations at both the State SAR Coordinator Council Meeting and at a NC TC Helene hotwash meeting. These stakeholders were leaning towards Option 1. We should continue to discuss with the "cadre" and Plans SG, then make a decision.
