Indiana locations in the Chicago region

The Chicago admins insist on having some NW Indiana locations in the Chicago region. But this is causing issues:

1. We have an Indiana region. So all locations in the state of Indiana should be in that region
2. This is confusing for users, because sometimes the submissions come to Indiana and sometimes to Chicago. So currently, the locations overlap (e.g. there are cities in both regions that have different locations). So the data is a mess.
3. The Indiana admin is unhappy with putting some Indiana regions in Chicago

Point 2 is the main one. It's creating messy data, which is confusing for users and it looks bad for us.

We ended up putting all the Indiana locations into that region.
