Tools for grouping data by RecFIN area, mode, and state

We may want to borrow some ideas on how to create grouping of the RecFIN and MRFSS data based on these code examples: RecFIN and MRFSS. Each of these functions uses a grouping function to create columns with names for areas or modes. There are also some functions to rename columns for various datasets we got from our state partners that had variable column names: California and Washington. Additionally, these function highlight particular columns from the recreational bds data that one may want to use depending upon the data set.
