Document how to use a pinned version of Hugo #345

Maybe this is in the docs already, but one way to deploy locally using the required Hugo version is:

docker run --rm -it -v $(pwd):/src -p 1313:1313 klakegg/hugo:0.59.1-ubuntu server

We could look at doing this in a GitHub action so that we have the site output for the staging repo.
