Clean up loading of libtiff.dll's #123

Why is the loading of libtiff.dll's giving priority to a libtiff3.dll?

To me it would make more sense to try to load a libtiff.dll first (which is the default name for a version 4+ libtiff nowadays).

This is solved by PR #132.
