https://github.com/pcdshub/DropletOnDemand exists and is used in mfx in dev checkout mode

@joshc-slac @jozamudi: is DropletOnDemand mature enough for me to put it into pcds_conda as a tag?

If so, I'm happy to do any packaging work needed to make it a reality. If not, no worries.

I created this issue while investigating dev hotfixes as part of https://jira.slac.stanford.edu/browse/ECS-6333
