should actions/filters be listed separately?

The output I produced right before 4.8-RC1 (with code that was a precursor to this plugin) separated out Actions & Filters. As a developer, I personally like to distinguish between them...and wish the Code Reference pages on DevHub did the same.

But since de-emphasizing the difference between them is pretty baked into WP (philosophically speaking), I stripped that from the old code I based this plugin on and it doesn't seem reasonable to add it back into unless/until WP (and phpdoc-parser/wporg-developer) separates them.
