New option to plot and dump the count rates in the selected GTIs, *after* having sliced the GTIs into small GTIs.

The other thing to consider are future upgrades which can do a
non-pulsation test version. This doesn't necessarily counter the "Essen"
bias, though, unless we also use a model-based estimator for the background
rate in the GTIs, rather than the observed rate. (That's probably worth
trying, and it might make it easier to make a model-based background for
the full dataset.)
