EmptyState auto fixer seemingly isn't applicable in a pretty substantial amount of real world cases

Based on my experience with HCC's chroming layer v6 conversion it seems like there's still a lot of situations where we aren't able to automatically fix EmptyStates.

This may be the best we can do, but if we can make this process easier for consumers by being able to handle a wider variety of EmptyState fixes automatically that would be great!
