The action doesn't take care about the workdir variables for the steps :

      - name: terraform fmt of directory modules
        run: terraform fmt -check -recursive -diff modules
      - name: terragrunt fmt of directory layers
        run: terragrunt hclfmt --terragrunt-check --terragrunt-diff layers
