The Herbert MPI tests fail if the parallel toolbox is not installed.

In the case a license is available, but the toolbox is not installed a warning is displayed by validate_herbert:

Warning: License for parallel computer toolbox is available but toolbox is not installed. 
Can not use parpool parallelization

The tests continue to execute and fail with an undefined function 'gcp' or unrecognized function or variables 'numlabs' error.

Expected behaviour: the ParPool tests are not executed if the toolbox is not available.
