Install Step 2 MIT License page gets stuck won't go to Step 3

I click all the buttons but it stays on step 2.

My install process:

• unzipped the zip file for latest ph7builder into c:\inetpub\mysite
• Setup an IIS site to that directory
• Unzipped the latest PHP8 into c:\php8
• Setup PHP for IIS
• Opened the Properties for c:\inetpub\mysite and gave the Users group all permissions (for local dev purposes)
• Opened \index.php and then turned on all teh requested extension in php.ini
• Went thru Step one where it selects the languange
• Go to step 2 and can't seem to get past it

Anyone have any ideas?

Fixed it. Step 2 is the first place the session scope is used. I went into php.ini and changed the folder location for sessions and restarted my laptop and then was able to get past step2 and all the rest of the steps appeared to work fine.
