Actually, we use a component status chip on different apps

I think we can create a RessourcesStatusChip for this multiple apps

packages/manager/apps/zimbra/src/components/BadgeStatus.tsx

Apart from loading state in PCI Rancher & Vrack-services, i dont see any big advantages that this component can bring.
A query has been made on ODS channel to see if they see it fit to add loading state to the OdsBadge.
