indentation mode

I would like to have hard tabs with a tab stop of 8. At the same time I would like to have an indent of 4 (or 3).

In vim I can achieve the following on a new line:

• When I hit 'tab' it generates 4 spaces
• When I hit 'tab' again it replaces the 4 spaces into one 'hard tab'
• When I hit 'tab' again it adds 4 spaces to the tab
• When I hit 'tab' again it replaces the previous 4 spaces into a 'hard tab' (so I have two 'hard tabs' in total)
• etc.

Is that already possible? Unfortunately I could not find any hint.
