Consider making arguments to ord wallet send options #4177

The order of arguments to ord wallet send is somewhat confusing. I personally always forget whether the outgoing asset is first or the destination address. We should consider making them options, i.e., --outgoing and --destination.

Please don't open issues or PRs which were created with AI. Using an AI to help you write the code is fine, but AI generated comments are pretty vapid, and fully AI-generated code often misses tests.
