Running more than 1 parity behind an ELB

At the moment, this Terraform project provisions only 1 machine so in general not so highly available should anyone who wants to stand up to certain standards of HA would want.

I believe that if we want to achieve a better overall experience with Parity or Etheruem in general it might be beneficial for us to convert this project into an ELB backed multiple instances of Parities and not just 1. Since they can go out of sync on quite a daily basis as it seems.
