The example given is problematic: there are numerous ways to encode dates, without knowldege of the used convention it is hard to interpret and compare to other measurements.

The measure should rely on a common notation, I suggest a variant described in ISO 8601
e.g.:
Complete date plus hours, minutes and seconds:
YYYY-MM-DDThh:mm:ssTZD (eg 1997-07-16T19:20:30+01:00)
