[Plato] Unify generated and manually created triggers

At the moment there is the possibility to define triggers manually, for documentation purposes only.
Triggers for Scout are created based on defined decision criteria and transformers, but are deployed to Scout only, neither stored nor displayed in Plato.

These two need to be unified, and the triggers for Scout should be as well displayed, and stored in the plan.
