Serve all media under janeway/src/files from the URL declared in settings.MEDIA_URL #786

This will require a migration to move the files across to the path declared in settings.MEDIA_ROOT

@mauromsl can you clarify the reason for this? Perhaps re-writing it with the feature template might help.
