Is your feature request related to a problem? Please describe.
Once an editor has been assigned to an article in the “Unassigned” stage, an “Actions” section will appear. In this "Actions" section, editors can accept or decline articles before the review process has started. This can lead to premature decisions and confusion in the workflow.

Describe the solution you'd like
Provide an option in the settings to remove the "Accept" or "Decline" buttons from the "Actions" section, if desired.

Additional context
In some cases it may be useful to have the option to accept/decline an article at an early stage, but it could also cause problems in the workflow of a journal, e.g. if guest editors accept/decline an article before the review process has started. There may be a confusion about what “accept” and “decline” refer to at this stage. From an editor’s point of view, it could refer to the decision of a desk reject, even though this is not the case.

@janis711 I wonder if relabelling the buttons - e.g. 'Reject (desk reject/ remove from workflow)' and 'Accept (move to copyediting/skip review)' or something along those lines work? This would be more feasible than a setting which may introduce both technical and usability issues of its own. A UI update may be more appropriate if the main issue is the ambiguity of the buttons!
