Slow load times on author and article selection pages

Describe the bug
On larger journals/presses, pages that allow for user account and article selection can take a long time to load (sometimes they even time out)
These pages include:

• Peer reviewer selection
• User merge
• Back content plugin
• Issue manager

Janeway version
v1.3.9

Expected behavior
In some instances, results can be paginated (e.g back content plugin), but in others, all the results should be loaded in the current view (e.g. merge users and issue manager)
