When an invited reviewer clicks the 'accept or decline' link in their email, they go to a landing page. At the top of the page are the review guidelines. The accept/decline buttons are at the bottom. If the guidelines are of any length, they can't even see the accept/decline buttons unless they scroll down. The accept/decline buttons should be at the top because if they are not accepting it makes no sense to present them with the review guidelines. Also they are expecting to see the accept/decline choice after clicking and not seeing them is disorienting.

Put the accept/decline buttons at the top above the review guidelines.

Leave as is.
