Is your feature request related to a problem? Please describe.
Adding a new reviewer (either a user or a role) could be made a simpler process.

Describe the solution you'd like

Have a single interface to invite a reviewer
Request email, first name and last name from the Editor
If the user exists, give them the reviewer role
If they don't, create a new user account and give them the reviewer role
Refresh the page so the reviewer now shows in the list of potential reviewers
Show the reviewer at the top of the list

Describe alternatives you've considered
Leaving this as is.
